Bette Grande is a research fellow for energy and pension issues at the Heartland Institute. Prior to coming to Heartland, she served as a North Dakota state representative from 1996–2014, representing the 41st district.

Grande has served as chair of the energy division of the American Legislative Exchange Council’s Energy, Environment and Agriculture Task Force. ALEC has long attacked climate and science policy stating in 2011 that, “carbon dioxide is a naturally occurring, non-toxic and beneficial gas, and it poses no direct threat to public health”. ALEC was also named in the American Petroleum Institute’s Global Climate Science Communication Plan, which outlines strategies to undermine climate change science in government and public opinion.
