David Legates is often a co-author on work with Willie Soon, an aerospace engineer who has worked with Heartland for years and whose climate denying research has often been sponsored by the fossil fuel industry. One of their controversial papers was written on polar bears and climate change. In 2017, Sen Whitehouse wrote a letter slamming Heartland for sending a package of educational materials which featured Legates and that questioned climate change to science teachers across the United States. Formerly the Delaware State Climatologist, Legates was asked to stepped down. Legates has also received pressure for not disclosing the sources of funding for his research.

Legates has been nominated for the Science Advisory Board, an entity created in 1978 to provide, “independent advice and peer review on the scientific and technical aspects of environmental issues to the EPA’s Administrator.” According to reports, it is very likely that the Heartland Institute recommended Legates for nomination.
